This position was posted in August under the job title of Natural Resources Consultant, we are abolishing the current list and re-posting to expand the applicant pool. The Natural Resources Consultant (Sr. Ecologist) is responsible for providing ecologic planning, technical expertise and direction managing, restoring, and improving natural resources on parks, greenways, other County property and conservation easements. This position plans and leads implementation on large and complex natural resource restoration and stewardship improvements; assists with the strategic prioritization and recommends funding with the Operational and Capital Improvement Program (CIP) budget, responsible for obtaining external funding via grants, legislative requests and partnerships, prepares and manages contracts; and coordinates, establishes and integrates natural resource best management practices for park and regional trail improvement projects. This position authors and oversees the development and implementation of natural resource management plans and conducts related research. General responsibilities include writing, coordination/planning, budget/funding, and on-going special tasks and projects as assigned. This position reports directly to the Parks Natural Resources Manager. Minimum Qualifications: • Bachelors Degree focused on natural resource planning and management, such as forestry, biology, or closely related, is required, AND • Five years of progressively responsible experience planning and authoring the implementation of natural resource management plans and restoration projects with a minimum of two years of directing associated programs. OR, • An equivalent combination of education and experience to total or exceed 9 years. AND • A valid drivers license. PREFERRED QUALIFICATIONS BEYOND MINIMUM REQUIRED: • A Masters Degree is preferred. **Pursuant to Dakota County Policy and Procedures Manual Section 3102 (L), this position is designated as Safety Sensitive. Duties & Responsibilities: These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the positions management approved work schedule is required for all positions. Project Planning 1. Participates in the development of a long-term, comprehensive natural resource vision and goals for County-owned land. 2. Prepares strategic plans and studies to inform and proactively guide the Countys natural resource vision and goals. 3. Conducts natural resource related research and site evaluations and documents outcomes to determine whether natural resources restoration and management activities are meeting goals, and how existing and proposed recreational uses will affect natural resources. 4. Analyzes environmental reports and studies that affect the Operations Management –Parks, Environmental Resources, Facilities Management and Transportation Departments and other programs, and recommends changes based on the findings. Stays informed of, and evaluates impact to County natural resources of adjacent land use changes, policies, and actions. 5. Provides natural resource information, objectives, strategies, and priorities for new and updated park and greenway master plans. 6. Prepares individual park and greenway Natural Resource Management Plans (NRMP). 7. Develops and monitors NRMPs for parks, greenways, other County property and conservation easements. 8. Prepares Capital Improvement Program (CIP) project work plans. 9. Provides detailed analysis, specifications, concept alternatives, cost estimates, schematic plans, and presentations for natural resource projects. 10 Assist with natural resource inventories, assessment and management and uses representative sampling and experimental approaches to make valid environmental assessments and comparisons. 11. Prepares research studies and evaluations on a wide variety of natural resource related topics. Funding and Financial Management 10. Develops funding strategies to secure external funding and resources for advancing the natural resource management program. 11. Prepares and administers grants. 12. Assists in directing the natural resource program budget. 13. Assists Manager in the development of the five-year Natural Resource CIP Budget and annual Operations Budget. Project Management 14. Plans and leads implementation on large and complex natural resource restoration and stewardship improvements. 15. Coordinates, establishes and integrates natural resource best management practices in park and regional trail improvement projects. Ensures that natural resources related information and documents are accurate and provides technical assistance to staff, contractors and consultants. 15. Develops Request For Proposals, evaluates and recommends selection of natural resource contractors /consultants. 16. Prepares and authors: bids, grants, contracts, change orders, punch lists and interim and final payments for complex, multiple and diverse natural resource projects. 17. Designs and prepares prescribed burns for prairie and oak savanna habitat, secures burn permits, and develops contingency plans. Coordination 20. Coordinates and prepares projects and joint power agreements with affected stakeholders, partners and governmental agencies to promote natural resource improvements. 21. Coordinates associated communication efforts to keep the public informed on planned and active natural resource projects; including web postings, press releases and signage. 22. Cultivates and establishes strategic partnerships to advance the NR program Perform other tasks as necessary or assigned. ESSENTIAL JOB FUNCTIONS: All duties are essential functions. Knowledge, Skills & Abilities and Work Environment: • Thorough understanding of Minnesota biota, including ecology, wildlife management, taxonomy, invasive species and other pertinent subjects including land use history, agronomy, limnology, geology, and related physical, biological, chemical, and meteorological factors that affect management of land and water. • Demonstrated knowledge of principles, practices and experience related to: long-range natural resource planning, management and restoration, program development and implementation, and public administration. • Demonstrated natural resource knowledge and experience related to local, state, and federal programs and applicable laws, rules, ordinances, and zoning. • Ability to assist the Manager in developing strategies and methods to improve the work performance of others through increased involvement, participation and cooperation. • Skills and experience in analyzing park and multi-purpose greenway plans, development and natural/cultural resource needs and preparing strategic, long-range responses to meet these needs. • Ability to conduct advanced research, analysis, and monitoring of biotic and abiotic conditions on both small- and large-acreage sites, including evaluation of site potential for carbon sequestering and biofuel or other energy production. • Demonstrated knowledge and experience in geographic information systems including mapping, and geographical positioning systems and similar technology. • Ability to develop effective cooperative relationships with staff from Dakota County, state and local governments, private entities, residents and others. • Effective oral and written communication skills, including the ability to communicate effectively with the Department and Division Director, County Administration, and members of the Board of Commissioners individually and collectively in Board and Committee meetings. WORK ENVIRONMENT: Work is performed in County office building and outdoors at various sites. Driving is required. Some weekend and evening hours are required. Employee will sometimes be required to work in outside weather conditions with exposure to temperature changes, precipitation, direct sunlight, wind, dust and pollen. Types of equipment include telephone, computer, printer, copier, fax; burn management equipment, herbicide application equipment; some outdoor recreation and maintenance equipment.
