The organization aims to maintain peace and harmony among all communities in the BTAD region. ABSU president Promod Boro was the chairperson of the one–day special convention on socio–political issues. The convention was organized by five organizations ABSU, UDPF, BPPF, PJACBM and NDFB (P). Rwngwra Narzary was elected as the chief convener of PCDR. BPPF, UDPF, NDFB (P), BTF, AGSU, All Barman Kochari Students’ Union, United Tribal Youth Federation, Nathjogi Sanmilon, All Assam Hachong Students’ Union, All Assam Tribal Sangha and Assam Gurkha Sanmilan are other organizations who have joined this umbrella organization. Talking to media–persons, Promod Boro said that there was rampant killings and kidnappings going on in the BTAD region and neither the State government nor the BTC administration seemed to be doing anything to bring the situation under control. With some anti–social elements trying to create unrest in the region, an organization like PCDR was needed to maintain peace and communal harmony among different sections of people. Rwngwra Narzary said that the BTAD region remained tense most of the time due to kidnappings and killings and extortion. People felt insecure and threatened. Hence, to maintain communal harmony, the PCDR was formed. He accused the BTC leaders of corruption and misappropriation of development funds coming from the Centre and the State government. He lamented the fact that the BTC administration had failed to give security to the people of BTAD and expressed hope that the people would support the PCDR in its endeavour to maintain communal harmony.
