Under SB 1795, local governments are reimbursed for providing food, medical care and shelter for animals held past 72 hours — but only if they’re euthanized. If the animals are adopted, related fees are expected to cover those costs. As a result, a 2008 report by the nonpartisan Legislative Analyst’s Office states “shelters that euthanize the most animals receive the most state funds. Shelters that are the most successful in promoting adoptions receive the least state funds.” All the dogs will be evaluated, vaccinated, neutered or spayed and Tatooed before adoption
