NewsJounal commentary --------- MCCS MORAL DILEMMA -------- The recent decision by the Millennium Challenge Corporation (MCC) not to select Sierra Leone for its compact disbursement was received with disbelief and disappointment in some quarters outside of government circles. The decision itself was quite understandable, because it reflects the MCCS objectives. For, by its own declaration, the MCC only forms partnerships with poor countries that show they are committed to good governance, economic freedom and investing in their citizens. Sierra Leone ( the Government of Sierra Leone) did fall short in the crucial control of corruption test. We salute the countries in Africa that qualify for MCC compact and others that satisfy its threshold requirements ( African countries like Burkina Faso,Cape Verde, Ghana, Kenya, Lesotho, Liberia, Madagascar, Malawi, Morocco, Mozambique, Namibia, Niger, Rwanda, Sao Tome and Principe, Senegal, Tanzania, Uganda and Zambia). What this means is that theses countries will benefit from a host of development programmes and activities under the sponsorship and supervision of the MCC. These programmes and activities cover water and sanitation, open government, free press, food security, the gender question, health, property rights, etcetera. This is all well and good. But MCCS decision to deselect any country because of a failure on the part of its government to control corruption, for example, is tantamount to holding the people ( the real beneficiaries of these projects) responsible for the actions of their governments. This is a moral dilemma.
