Nigeria has 484 ethic nationalities if these nationalities can delegate 3 people each to make input on a new constitution to address problems of checks and balances, seurity, power, revenue sharing by tiers of Government, the constitution , wealth creation by state , Federal structure etc , then replace it with what we have now all the enemies of Nigeria will bow.... It can be called a sovereign conference because the people made their inputs
