No Basis for One More Chance to APEC Fr. Rex Paul Arjona, Executive Director of Legazpi Diocese Social Action Center, called on Albayanos to cooperate with APEC in order to improve the power supply in the province. We cannot heed his call. Instead, we remind the good priest of the following reasons why we should evict APEC from ALECO and San Miguel Corporation from Albay: 1. November 30, 2011 SGMA decision against PSP 2. Silence of the Diocese on the vote-buying that occurred during the September 14, 2013 referendum despite the testimony of a Redemptorist priest; before this, the Bishop issued a Pastoral Letter against the vote-buying that was practiced by candidates in the 2010 Sangguniang Kabataan election 3. 6 deviations of the Concession Agreement from the Terms of Reference 4. Persistent voltage fluctuations, sudden brownouts, power surges; repetitive reasons for announced power service interruptions giving credence to claims that APEC is actually rotating the brownouts because the sole remaining supplier, SMEC, cannot provide the demand of Albay 5. Bitano substation fiasco on May 28 to June 11, 2014 6. Post Glenda re-energization incompetence; it took 3 months to re-energize 85% of the province while the remainder still waits for electricity 7. Washington substation failure on August 20 8. Erroneous readings and billings resulting to quadrupled amounts due 9. Refusal to implement DOLE’s Return-to-Work Order for ALEO strikers 10. Loss of the consumer database 11. Failure to reduce the P4 billion ALECO debt; instead, it ballooned to P5 billion while SMEC gained 12. Failure to stamp out corruption We face the prospect that this list will lengthen in the days to come if APEC and San Miguel Corporation remain in ALECO. In view of this, we advice Fr. Arjona to face reality: PSP is a big failure. We should never forget that Albay is host to two geothermal power sources and yet our province has borne the crisis of power supply. The performance of APEC highlights the grave injustice to our people. Asking Albayanos to cooperate with APEC is similar to asking our grandparents to collaborate with the Japanese Imperial Army during World War II. San Miguel Corporation is an illegitimate occupier of our electric cooperative. The first step in improving the power supply of Albay is the eviction of APEC. Instead of cooperating with APEC, we should not pay our bills. We should rather keep our money and wait for the return of ALECO. To give teeth to our campaign, we urge Albayanos to boycott San Miguel products. If Bolivia was able to McDonald’s leave the country, so can Albay make San Miguel withdraw from Albay.
