No Ugandan leader has ever left office willingly. So Museveni has been more successful than his predecessors in at least one respect: clinging onto power the longest. Its not easy. If Amin, Obote, Lule, Binaise and Okello were still alive, they would swear in unison that Ugandan presidency is a very, very slippery thing. Obote opted for pseudo-democracy, Amin opted for blatant brutality, but no method or trick proved effective until the Bush Man took power. Lets give due credit, not forgetting of course, that political stability, by whatever means it is achieved, is essential for social and economic transformation.
