No debate about that. But if the public transportation was developed properly in the first place, itll be less likely for people to buy/use private vehicles. And we cant blame just the upper and middle classes for occupying the roads. For one thing, government has been very lax in regulating the purchase of private vehicles (and other related services) as evidenced by their process of issuing a drivers license. Lines are long but its a no-brainer. We see more and more branches of carmakers in thriving cities outside Metro Manila, so we can only expect even more private vehicles. And cars have become more affordable, thanks to bank financing. You cant tell people what to think. Perhaps owning a car has been a status symbol in this country, giving them a sense of accomplishment or what have you, especially for the hardworking middle class. But be that as it may, government has more than the capacity and resources to use instruments to disincentivize this behavior from aspiring car owners. But why do they want to buy cars? Because the trains wont reach nearby provinces. Because not all these provinces even have as many means of transportation, esp when you have wake up earlier than sunrise and go home in pitch black, potholed streets. Because the buses, jeeps and tricycles are just as unregulated as the private vehicles, at least the cars have airbags in case of accidents. Because car owners want safety not for them as the breadwinners, but also for their families. Because although the trains and buses become safe, our streets are another issue. Come on government, lets consider these too.
