No man, whether good or evil, can reign in power unless God ordains it. This does not necessarily make a ruler a willing servant of God, for he may in fact be the servant of Satan (as was Pharaoh in Moses time); yet God in His omnipotent power and sovereign prophetic plan for mankind, chooses who rules in the kingdom of men. Proverb 21:1, “The kings heart is in the hand of the LORD, as the rivers of water: he turneth it whithersoever he will.” Nothing happens in this world without Gods approval (as hard as that may be for some people to grasp). God has given to man a freewill and therefore, must let humanity run its course. God uses the nations to judge the nations.
