No top down decision making as the industrial model just doesnt work at this degree of complexity. Plus, the dumbest intern is probably on par with the brightest minds of any multinational corporation with tens of thousands or millions of employees unless it is in the tech sector. Hard to boss around people or hide incompetence in such a situation as I imagine there is a strict ban on pointy haired bosses.
