No where in the U.S. Constitution does it say that a citizen or government official cannot offer a prayer or hold to personal religious beliefs. Separation of Church and State is an over used and wrongful interpretation of the Establishment clause in the First Amendment which states: Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof ... and Article VI specifies that no religious Test shall ever be required as a Qualification to any Office or public Trust under the United States. The Law is meant to restrict the government from Imposing a State Religion, and to grant individual expression of personal beliefs without fear of government restriction.
