Nobody is really sure of the logic that was put into the exaltations and falls, theres a lot of different theories but the arraignment and it was put together thousands of years ago. Ptolemy said that if the Sun was exalted in Aries, then the Moon probably is exalted in Taurus because that is where it would start making phases again (after the New Moon conjunction with an Aries Sun). I wonder if Pisces was ever considered...Anyway Ive used the exaltations and they seem to work as secondary rulers, so I dont disagree with them. Taurus is a good sign for the Moon, its Earthy, fixed and occurs in the fertile spring. Its a fruitful sign that often is good for making gains, and keeping them them, maintaining good things (and some bad ones) and regulating. Its a sign that isnt bothered about much and makes its own peace, so the Moon in Taurus is very settled and happy in sort of a zen sense.But then consider Scorpio. Its intense, full of suspicion and mistrust. Scorpio isnt really comfortable with what the Moon wants because its very cynical (the Moon wants family, peace) but Scorpio is more practical and doubtful, so it doesnt accept the Moon very well. Plus it has to learn emotional control because it can be rash, extreme, jealous and even self-destructive if the Moon is especially badly placed in Scorpio, otherwise Scorpio just lets the Moon submerge and deal with it later -- this is what a planet in Fall is, in a sign that wont work with it (though, I still wonder if Virgo isnt worse, though I dont think Id seriously say that the Moon is in Fall there, its just a thought and Venus seems much more difficult in Virgo than the Moon). ..But at least theyre both watery and clingy, so they still do have some familiarity with each other and can work together somewhat I think.
