Non believers no matter how much they hate or reject or ignore the true Creator and Savior are nonetheless created by Him and thus have His law written on their hearts, they may misrepresent and misdirect much of it and in that they are consistent but they will follow some of His law not knowing why and that is where we have them. Any decency from a non believer is because of the law of the Creator on their hearts and the call of the Savior for His redemption that only He can bring. Just because you know there is a Creator and may even know some facts about Him does not mean you are serving Him, if you think about it you will know if you truly know Him. (though the inconsistency of non believers such as professed atheists, Deists and the like can be very, very, very, very annoying). there is no such thing as an atheist, no one believes there is no creator whatsoever, they may believe in a nameless force, aliens or that everything willed itself to be but that is animism and pantheism not atheism.
