North Carolina, Help Pass Much-Needed Puppy Mill Reforms! Stopping puppy mill suffering is a NO-BRAINER! Commercial Dog Breeder Licensing and Care Standards in NC Budget Bill Sponsor: Rep. Jason Saine (amendment sponsor) ASPCA Position: Support Action Needed: Using the email below, contact your North Carolina state senator and representative in Raleigh and urge them to support provisions in the House budget bill to improve the lives of dogs in puppy mills. If you can, please show your support for puppy mill dogs by attending Lobby Day this Wednesday, July 23, in Raleigh. See action steps below for details! On Thursday, June 12, the North Carolina House of Representatives passed, by an overwhelming margin, an amendment offered to the budget bill by Representative Jason Saine that would drastically improve the lives of dogs in puppy mills. The 75-41 vote was a huge victory for the animals and wouldn’t have happened without your help. Now that the puppy mill language is included in the House budget bill, we must work to retain it in the final budget bill. Our opponents are trying to strip it out, so we need your help! If enacted, this new law will: 1) Switch oversight of the Animal Welfare Section from the Department of Agriculture to the Department of Public Safety; 2) Require commercial breeders to register with the state and comply with the same standards of care with which pet shops and shelters must already comply by expanding the definition of “dealer” to include any person who breeds 10 or more female dogs; and 3) Authorize the Department of Public Safety to establish additional standards for commercial dog breeders. According to a recent poll, 87% of North Carolina citizens support enactment of a stronger law for dogs in commercial breeding facilities. With the Legislature in the second year of its two-year term and expected to adjourn soon, now is the time to finish work on this issue to relieve puppy mill suffering. Please act now! Politely urge them to do all within their power to retain the provisions in the budget proposal to protect dogs in puppy mills.
