North Carolina MEDICAID is broke, in the RED because it is paying for undocumented women to birth - their anchor babies in the states. Why is this happening? If a child is a US citizen, they are potentially eligible for SNAP and AFDC, which in NC is referred to as Food & Nutrition Services (FNS) and Work First Family Assistance (WFFA) if they meet all other eligibility factors. If the US citizen child lives with their parents who are undocumented, the benefits will be in the parents name for the child. Medicaid is administered by the NC Division of Medical Assistance (DMA) through local county department of social services. Medicare is through SSA.
