Northern Police District (NPD) Champs CDM Competition 2013 National Capital Region Police Office Regional Director, Police Director Leonardo A Espina congratulated Northern Police District led by PSUPT Rolando C Bumagat, Battalion Commander, for winning the best CDM team over the six (6) teams who competed for this year’s Civil Disturbance Management Competition held this morning at Elevated Area, Rizal Park, Quirino Grandstand in Manila. NPD District Director, PCSUPT Jose Ma. Alvarez and PSUPT Bumagat received NCRPO CDM Competition Perpetual Trophy, 2013 Competition’s Championship Trophy and cash. While Quezon City Police District (QCPD) won the first runner up; NCRPO-Regional Public Safety Battalion for the second runner-up; and Eastern Police District, third-runner up also received trophy and cash. Competing teams were rated by the CDM competition organizers from the NCRPO Regional Staff and from National Headquarters during their showdown of inspection; presentation of different formations; and scenario solving. Six (6) teams composed of 195 contingents from the Regional Public Safety Battalion (RPSB) and from five (5) police districts competed for the best team to handle civil disturbance situation in terms of CDM support, negotiation, arrest, monitoring, SWAT chemical, medical and fire protection. They also competed for the degree and level of adequacy of preparation, effectiveness and swift response in addressing the various threat groups during emergency situations while implementing the maximum tolerance. “Prices are just spices and tokens for motivation. What matters most is that the degree of efforts and preparation we made in order keep safe the President of the Republic, President Benigno C. Aquino III, when he delivers his State of the Nation Address (SONA 2013) this coming July 22,” Espina stated. “We have been practicing maximum tolerance with the militant groups. Our police personnel were even hurt by some unruly crowds and rallyist. PSUPT Pedro T. Sanchez, PSINSP Rodel F. Urbina, and two others were wounded during the rowdy protest that happened inside the premises of Department of Agriculture last January 31; also, one of our teams were strucked by a rock allegedly thrown by one (1) protester on a rally at US Embassy in Manila last February 5; and recently, one of our officers and three (3) other cops were injured when informal settlers at Agham Road in Quezon City clashed but we remained patient. We pacify the rallyist in a peaceful way until they voluntarily disperse,” Espina emphasized. PCSUPT Christopher A Laxa, Deputy Regional Director for Operations remarked that the competition did not just test the capability and operational readiness of NCRPO CDM contingents, the activity also serves as a reminder to our men to keep their tempo and exercise maximum tolerance especially when civil disturbance situation arise on occasions like this coming SONA 2013. “This friendly competition also keeps us abreast to the new and existing policies and guidelines on civil disturbance management operation as mandated by our laws” Laxa added. Atty. Dennis F. Mosquera of Human Rights, the Guest of Honor and Speaker of the event hoped that this CDM competition will showcase police officers’ attitude/behavior, efficiency and effectiveness to a particular situation so that the human rights of every individual is always be protected and respected.
