Not to excuse bad police behavior, but U.S. cops are basically a regular mix of people whose job description has been progressively modified year after year, like boiling a frog, to a point where it should probably be impossible for most of them to remember why they wanted to be cops in the first place. I swear, being a cop in the US sounds like the worst job imaginable; putting your life on the line daily to assure that the people who really pay your wages remain compliant with their own exploitation and systematic abuse. Every cop in the US is his own first victim. The rest is details.
