A Treaty was made for FEMA to use all old Wal-Marts and other Structures they own for a Trade Deal between the U.S. Govt and The Waltons and in exchange the Waltons got an Army Base complete with Special Forces to Protect them. Why? FEMA are going to use them as relocation Centers for the Masss!
