They have invested hundreds of millions into training, childcare assistance and job placement to help people move from welfare into work. How propaganda works: mention the truth, just not the whole truth They have invested ... is an irrefutable statement. The reality would say yes, they have invested ... just nowhere NEAR enough to bring about a real solution to problems. Its therefore probably far more useful to mention what has dropped off, been shaved down ...
