Nothing awakes the authorities to ensure safety and security of the citizen of the state. On Sunday in protest against killing of a teenager student at Naidhai, Bandipora by men in uniform complete shutdown was observed all over the Kashmir valley. During the past twenty years, people have closed their business establishments and abandoned their work countless times in protest against innocent killings and use of brute force against civilians by police, paramilitary forces and army. To sensitize the state and the central governments towards indiscriminate use of baton, bullets and pellets by the forces against peaceful protestors the newspapers, journalists, columnists and writers within and outside the state have expressed their anguish and concern. National and international human rights organizations have published scores of reports highlighting rights violations. Nevertheless, these efforts have not so far been able to bring about even a semblance of relief to the beleaguered people. Many innocent killings and human rights violations have gone unreported. In case of the innocent killings and rights violation that come under media gaze, the established modus operandi with the authorities has been to order an administrative or a magisterial inquiry but so far hardly any inquiry has been brought to a logical end. Even if the reports were published and persons indicted, it is history that so far no one has been punished or penalized. It goes without saying that in number of cases even the orders from the institutions of justice have not been executed in letter and spirit. The killings of scores of students and teenagers during the year 2010 had shaken power centers in the capital and invoked condemnation at the international level but even after four years, no armed personnel involved in these innocent killings has been brought to justice. Ironically, in case of killing of young Farhat Dar also, administration has ordered a probe and one minister has threatened to resign from the cabinet. It is high time for the government to realize that people have lost faith in administrative or magisterial inquiries. This loss of faith in institutions is very dangerous and has the potential of snowballing into a serious crisis. It is time for the civilian government to come out of its subordinate mindset to the security agencies and work towards restoring confidence of people in the institution by bringing culprits to justice.
