Notice of Intent to Amend Child Support and Arrearage Guidelines Regulations ________________________________________ COMMISSION FOR CHILD SUPPORT GUIDELINES _________________________________ Notice of Intent to Amend Child Support and Arrearage Guidelines Regulations ______________________________ The Commission for Child Support Guidelines, established pursuant to section 46b 215a of the Connecticut General Statutes, hereby gives notice, pursuant to sections 4-168(a) and 46b-215c of the general statutes, that it intends to amend the Child Support and Arrearage Guidelines, §§46b-215a-1 to 46b-215a-5b, inclusive, of the Regulations of Connecticut State Agencies. In accordance with §46b-215b of the general statutes, the Child Support and Arrearage Guidelines regulations are considered in all determinations of child support amounts and arrearage pay plans in the state. They are designed to facilitate the establishment and modification of uniform and equitable child support orders. In particular, the guidelines consider the income of both parents and provide a basis for determining an appropriate child support order. The guidelines also designate specific circumstances that may be considered as a basis for deviation from the guidelines amount. Proposed changes to the regulation include: • Update of the guidelines schedule • Revisions and additions to definitions • The treatment of alimony • Calculation of payments when another child resides with a parent • Revisions to the higher combined income portion of the guidelines schedule • Changes to health care coverage to accord with existing law • Calculation of arrears payment for emancipated children • Additional deviation criterion for when the total child support award exceeds 55% of obligor’s net income • Changes to the guidelines worksheet including simplification and format • Other technical changes.
