Now we see that it is not even economically feasible to incarcerate so many people, and some leeway should be given to lesser offenders. When prisoners are housed in privately owned prisons, only the privateer profits. But prison-building and management corporations, like CCA and GEO, must expand or contract, by the economic laws of capitalism. Shareholders gain on the stock whenever the prison population rises. It is the holders of prison building stock that call for and sustain mass incarceration (search their portfolio). But it is not in the interest of tax holders, who prefer more leniency for non-violent minor offenders. AG Eric Holder is right in reducing prison population through decriminalization. It takes tax burden off the tax payer, not having to pay $40-$50 a day to warehouse men away from their families. The inflexibility of the law allows no room for mercy in the administration of justice. The law, therefore, is oppressive.
