OCAD University has complied with the reporting requirement and this year’s list sees 95 employees above the threshold, with 62 per cent from faculty, 11 per cent from academic administrators and 27 per cent from administration. These percentages have not changed from the previous year’s report. A few individuals had salary increases beyond regular salary scale progression for the following reasons: Retirement: several long-time faculty members took a voluntary retirement package that included lump-sum payment and/or salary continuance options. Administrative leave or severance payment: in these cases, academic administrators received payout of unused administrative leave; one administration position which was eliminated received salary and severance. For the rest, the employees either received a promotion to a new position, or an existing position had an increase in level of responsibility and the pay grade was changed. As has been the case since 2009, compensation for the President and the university’s vice-presidents remains frozen. In 2009 the freeze was voluntary; from 2010 onward, the freeze has been set through the provincial Compensation Restraint Legislation (Bill 55). Addendum: Tuesday, April 1: OCAD University submitted a list of 95 names to the Ministry of Finance earlier in March using a template provided by the government. There were four pages of data submitted and only information from the first page of data is loaded on the ministry site. OCAD University finance officials called the ministry on March 28 (the day the list was posted) to point out the error and request that it be fixed. On Monday, March 31, the ministry responded with an apology and informed OCAD U that the government has been receiving changes in titles and salaries from other universities. The ministry will not update the university section of the Public Disclosure Sunshine List for at least two months to correct these errors and omissions. Because of this delay in the government publishing the correct information, OCAD University is posting its full submitted list.
