OGUN ASSEMBLY PASSES FOUR BILLS IN ONE DAY Ogun State House of Assembly has recorded another history as it passed four bills which cut across sectors like road management, health, community development and lotteries regulation. The bills are: “HB No. 27/ OG/ 2013; the Ogun State Roads Toll Law 2013, HB. No. 33/OG/ 2013, the Ogun State Anti- Stigma law, 2013 and HB No. 35/ OG/ 2013, Community Development Programme Law 2013, as well as HB. No. 38/ OG/ 2013, Ogun State Lotteries Law, 2013”. The passage of the bills was sequel to the presentations of the reports by the Chairmen of the various Standing Committees that looked into the provisions of the bills; the committees including those of Health, Transportation, Special Duties, Commerce and Industries as well as Community Development and Cooperatives. Chairmen that presented their reports including, the House Committee on Transportation, Hon. Salmon Adeleke, who presented the report on Road Toll Bill and his Health counterpart, Hon. Aina Akinpelu, presented the report on Anti- Stigma Bill. Other Chairmen are the House Committee on Community Development and Cooperatives, Hon. Victor Fasanya and that of Special Duties, Commerce and Industries, Hon. Babatunde Edunjobi, who presented their reports on Community Development Programme and Ogun State Lotteries Board Bills respectively. On its part, the Ogun State Anti- Stigma bill just passed would “provide for the prevention of all forms of Stigmatization and Discrimination and give Protection, Support and Care for all Persons living with and affected by HIV/ AIDs in Ogun State other matters incidental there to or connected therewith”. The bill stipulated that all public and private health institutions and every health management organization or medical insurance provider should facilitate free access to health care services to persons living with HIV and AIDs without any discrimination whatsoever. “No person shall be separated from persons in the ward or any other place within a health institution on the ground of the person’s actual perceived or suspected HIV status and AIDs condition”, the bill stated. On its part, the bill on Road Toll would see to the establishment of road toll board and for other matters incidental thereto or connected therewith, and would provide for the establishment of a body to be referred to as Road Toll Board which shall see to collection of toll on designated roads in the State. The Community Development Programme Bill seeks to advance development of the various communities in the State through support to the activities of the Community Development Councils by government, while that of the Ogun State Lotteries Board would help to regulate the activities of lottery operators, protect the under age and safeguard the interest of the customers and operators. Speaker of the State House of Assembly, Rt. Hon. Suraju Ishola Adekunbi, while passing the bills, directed that clean copies of the bills be forwarded to the Governor, Senator Ibikunle Amosun for his Assent. Adekunbi said that the passage of the bills which covered four key sectors of the State economy was part of the Assembly’s efforts at promoting good governance through people oriented legislations.
