OK, reply about the cut: The following are provided in response the questions from Ms. Peak: 1. Are these paths being used by the schools as a way to shorten walking distances and reduce the number of students requiring buses? Response: The use of existing walk paths from neighborhoods to schools is considered when determining one-mile walk areas for schools. This protocol does, in fact, increase the number of students who reside in designated walk areas and reduces school bus requirements. The paths also provide convenient access by school neighbors to the school and its facilities. 2. Who built these paths? Were they put in with communities or were the short cuts created by people (without permission) who wanted a shorter walk? Response: The two walking paths from the parking lot of WSHS to Oakwood Drive were planned by the original developer, Ridge Development, and were shown on site drawings. LRPRA owns the property and in 1976, after the development was built, they granted a 15 wide easement to PWCS for construction of a sidewalk and steps in the two locations shown on development plans. PWCS constructed the concrete sidewalks and steps. 3. If so, who is responsible for the safety of these paths? Is it the community that built them or the county? If the path were not intentionally built by a community or the county and instead were created illegally as short cuts, why would the schools use these illegally made one to shorten distances to schools? Response: We have a legal easement over the area known as the cut, which provides a permitted (legal) use for access purposes. We have neither the responsibility nor the authority to offer security or patrols over the land.
