We the people of the State of Arizona, now and forever, disclaim all right and title to all lands held by the Indian tribes, and that said lands shall remain under the absolute jurisdiction and control of the Congress of the United States...... By what legal authority does the State have to demand the payment of tribute from the tribes for the right to operate a casino on the tribal lands ? The Congress of the United States does not have the legal authority to violate the State Constitution...... Therefore the gaming compacts are illegal.........The tribes have the right and the legal authority to keep every penny of every dollar for the betterment of their people......... Also, the county line must end at the tribal boundary.......
