ON RECKLESS UNDERTAKING PRESUMED TO BE MALICIOUS UNDER THE CIRCUMSTANCES. After the dismantling of the Mineral Processing Plant, on the supposed relief of eminent crisis, again, the Citizen Tings are confronted with another malady - the Proposed Revenue Tax Code of Tanjay. On the perusal of its features, I found some things as preposterous by their nature and applicability. The PRTC is actually abusive as impractical which does not only defeat the very essence of revenue collection, (where in one instance, it promotes an offense against public morals) but, in ad nauseam would lead to an intellectual impression that the LGU owns everything the people possess, including their way of life and their being engaged on any endeavor, inclusive of domestics affairs. The power of taxation, however, is subject to certain limitations specifically provided in fundamental law, more so when it is unjust and oppressive. (THIS IS THE SUBJECT OF OUR DISCUSSION, TOMORROW).
