ON THE IGH HOSPITAL... (cut and paste from ICW) Denis Habawel thank you for all the insights shared in this thread. While away in Cebu for the Peer to Peer Orientation of Newly Elected Governors by very successful PLGU sharing their best practices, i monitored that the official report of the Monitoring Team was endorsed to PGO by the PLGU Task Force on IGH, with a recommendation to suspend the construction. Our PA upon my request has prepared the endorsement of the report to the Regional Office of the DOH who is the Implementing Agency, for its appropriate action. In parallel, we shall cause the conduct of an investigation, whatever maybe the action of the DOH-CAR on the Monitoring Team recommendation, to establish for our own satisfaction 1. The integrity of the construction process and the accomplished works; 2. if deficiencies are duly established, we shall determine if these do not affect the integrity of the whole project, and if they do, whether remedial measures may still be adopted, determining how to deal with funding and liability considerations; and 3. if the project is not salvageable, simply reject it and initiate condemnation and initiate the process of imposition of sanctions to their logical conclusion. All these we will undertake with due regard to due process and the rule of law. The procurement of this project was subject to the process established by law for the guidance and protection of all concerned. Vigilance in protecting our interest as end-user is certainly a function of the end-users, PLGU and Civil Society, as well. Sadly, the past administration of the PLGU was given only monitoring rights, not supervision. Our Monitoring Team tried to intervene in supervision, but were prevented and rebuked by the contractor on the basis of the document saying theirs is just to monitor. It is providential that the gutter fell so any investigation is apolitical. As pointed out elsewhere, we have the ultimate right to reject/not to accept, which when exercised will greatly prejudice the interest of those who failed to diligently do their part. I do hope that the investigation will show that the project can still be made whole with remedial measures. Otherwise, this is a very expensive lesson in governance, that in the end will not give us what we really need - a modern hospital facility for our sick iiba. For now, we take one step back, so we can take two or more steps forward to progress. Our dreams for a progressive Ifugao shall never die!
