ONLY the licence holders/operators( under the terms of the PSC-PSA(production sharing contract & profit sharing agreement signed by the both parties ) are eligible/entitled to apply for RBL( reserve based loans ) to the banking consortiums/financial institutions once the resources are proved and booked as RESERVES by the independent industry consultants/audits, IF in any case working capital is required - not a host country(ies) but The process to secure the Facility would involve a further rigorous, independent technical assessment of the Aphrodite field, the Companys field development plan for the Aphrodite field and the route to market for the Aphrodite gas or alternatively DB could possibly be a JV-joint venture ? buying a stake or working interest ? but the Facility will be subject to conditions precedent, including the achievement of certain principal objectives in the Aphrodite work programme
