OPAPP visits PAMANA projects in the 3 towns of Camarines Norte By: Rosalita B. Manlangit DAET, Camarines Norte, Sept. 4 (PIA) – The Office of the Presidential Adviser on the Peace Process (OPAPP) has conducted a series of inter-agency field visits to farm to market roads and bridges projects in the towns of Labo, Capalonga and Jose Panganiban recently in this province. The projects are under the PAyapa at MAsaganang PamayaNAn (PAMANA) of the OPAPP, a national government’s program that extends development interventions to isolated, hard to reach and conflict-affected communities, ensuring that they are not left behind. OPAPP Communications Unit director Polly Michelle Cunanan said that this is in connection with the recently concluded communication workshop with the agency’s goal to intensify efforts in showcasing PAMANA, how it has improved people’s lives and communities with the end goal to increase the public’s awareness, appreciation and understanding of PAMANA, as the government program and framework for peace and development in conflict-affected areas. She said that the inter-agency field visits documented success stories among the identified projects sites in the three towns of the province. Cunanan said that the activity aimed to strengthen collaboration with partner agencies as embodied in the PAMANA convergence framework. She said that among the projects visited are concreting of farm to market roads (FMRs) in barangays Malibago to Malaya and Maot; Kapit Bisig Laban sa Kahirapan-Comprehensive Integrated Delivery of Social Service (KALAHI-CIDDS) and PAMANA projects in brgys. Maot and Bautista; and concreting and gravelling of Exciban to Nalisbitan to Dumagmang farm to market roads all in Labo town. The other projects are construction of bridges in Old Camp, Binawangan to Calabaca, Binawangan to del Pilar in Capalonga town; and concreting of Sta. Rosa Sur to San Rafael and San Isidro to Sta. Cruz farm to market roads in Jose Panganiban. The PAMANA started in this province in 2011 with the projects amounting to P140M funded by the OPAPP in the towns of Mercedes, Jose Panganiban and Labo while in 2012 in the amount of P20M funded by the Department of Interior and Local Government (DILG) in the towns of Labo, Jose Panganiban and Capalonga. The allocation of 106M for 2013 PAMANA projects was funded by the DILG, Department of Agriculture (DA), and National Irrigation Administration (NIA) in the towns of Basud, Capalonga, San Lorenzo Ruiz and Sta. Elena. This year’s PAMANA under DILG allocated some P81M covering five municipalities namely Basud, Capalonga, Labo, Mercedes and Sta. Elena. Only Camarines Norte has the allocation from the DILG for the PAMANA projects in the Bicol Region. Recently the Provincial Peace and Order Council (PPOC) also endorsed some P36M worth of farm to market road projects to the DA for PAMANA 2014 in the towns of Capalonga and San Lorenzo Ruiz.
