OPINION Ive been asked a couple of times already if their motorcycles/scooters are legal or valid and so on. They asked about HID/LED headlights, underglows to rear sets and whatnots. I have always answered to please read ACL-2009-018 yet questions are still being asked or they might be confused on some parts. Because of this, below are some of the important parts of ACL-2009-018 that seem to be the most commonly questioned and I took them based from MY UNDERSTANDING of this administrative order. I highlighted MY UNDERSTANDING because I am not from LTO nor do I have any connections to them. This makes this post UNOFFICIAL to them and my opinion. I am an MRO VOLUNTEER, a simple, regular, everyday rider who has a passion for riding. Now, you ask, why ACL-2009-018. How confident am I that we should refer to this administrative order and not from JAO 2014-01? To answer, this is the administrative order being referred by LTO 7 when it comes to questions regarding the legality of our vehicles. So for example, defective or missing side mirrors? Yup, 5,000 pesos plus impound of vehicle. Driving/riding unregistered vehicle is 10,000 plus impound. For more information about the fines, go to our FILES SECTION, then download and read JAO-2014-01. Lets get to the details. AFTERMARKET PARTS OR NOT, they were never specifically mentioned on this document so technically, they should be legal as long as that parts purpose is valid (ie, you dont place a tail lamp in place of a headlamp). Again, if its not mentioned on the document, then technically its legal as long as it doesnt compromise safety and it serves its purpose. Below are parts/components of your motorcycles/scooters that MUST BE PRESENT: Headlights (section 7.4.2.5) - Driving Beam (High Beam) must be present - Dipped Beam (Low Beam) must be present - Color must be white or selective-yellow light Direction Indicator Lamps or Signal Lights (section 7.4.2.6) - Both front lights must either be yellow or amber (deep yellow) - Both rear lights must either be red, yellow or amber (deep yellow) - Both lights for front and rear should lit simultaneously Tail Lamp (section 7.4.2.10) - Color should be red light Stop Lamp (section 7.4.2.11) - Color should be red light - Light must be 5 times or more luminous than the tail lamp Horn (section 7.4.2.14) - It shall not be a siren or a bell - It shall be monotonous - single sound, unvarying and continuous - It shall be within 90-115db Retro-reflector (section 7.4.2.15) - Color must be red - Must appear illuminated when directed with any light Plate Numbers (section 7.4.2.16) - It must be clean, readable, legible and easily visible - It must not be covered by colored or tinted plastic/glass-casing or any other plate numbers Side Mirror (section 7.4.2.19) - They should be clean and must enable a rider to see the traffic on his rear Panel Gauges (section 7.4.2.20) - They must be all working and luminous Sound Level (section 7.4.2.41) - Horn and muffler should not exceed 115db measured at a distance of 2 meters from the source The following parts are NOT REQUIRED for motorcycles/scooters and was never mentioned to be not allowed on motorcycles/scooters so technically if present are legal. Hazard Warning Lamp (section 7.4.2.9) - Color must be amber light - Both lamps must lit together Auxiliary Headlamp (section 7.4.2.29) - Color must be white light - It must have separate switch from main and dipped headlamps Fog Lamp (section 7.4.2.30) - Only ONE front fog lamp is allowed for motorcycles/scooters - It should only be lighted in thick fog, heavy rain or similar conditions - The front fog lamp should be white or selective-yellow light - The rear fog lamp should be red There are still a lot of information documented in ACL-2009-018 (ie: passing lights, blinkers, etc...). Better if you print it out and bring it always with you so that you have proof when unfairly apprehended. If you know your rights, the legality of your motorcycle/scooter and you didnt violate any of them, you shouldnt be afraid of checkpoints and apprehensions. IF YOU FEEL YOU ARE RIGHT, CONTEST.
