OSCE: self-proclaimed Donetsk Peoples Republic shelled Debaltseve and killed civilians In its report of January 19, the OSCE Special Monitoring Mission (SMM) to Ukraine informed about a visit to government-controlled Debaltseve (Donetsk region), where at least 30 Grad rockets had hit in and around the centre of the town killing 3 civilians and wounding 12. Monitors observed that the rockets had caused significant damage to buildings and covered an area of approximately one square kilometre. The SMM saw at least seven unexploded rockets. A crater analysis performed by the SMM showed that the Grad rockets came from a western direction, the direction of “DPR”-controlled Horlivka. Meanwhile, Ukrainian authorities advise that Russia flagrantly violates the Minsk agreements and supplies more personnel and military hardware to Ukraine. These days more than 2,000 additional Russian troops together with 200 tanks and armed personnel carriers have penetrated into Ukraine.
