ENSHONGA YERIZOOBA……….....Government is in the process of decentralizing the Court of Appeal by taking it to other districts in the country in a bid to reduce on case backlog. According to the Justice and Constitutional Affairs minister Major General Kahinda Otafiire, the ministry is only waiting for parliament to create more vacancies for the judges of this court before the move to give each district a court is okayed. Otafiire made these revelations as he was addressing the media concerning the forthcoming Justice, Law and Order Sector’s 19th annual sector review. Uganda currently has only 15 Judges for the Court of Appeal which is based in Kampala. Do you think government taking court of appeal to the district level will reduce on case backlog?
