OUR FREEDOM OF INFORMATION UNDER EXISTING LAWS: The right of the people to information on matters of public concern has long been recognized as a fundamental public right. Section 6, Article IV of the 1973 Constitution provides that: “The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents and papers pertaining to official acts, transactions, or decisions, shall be afforded the citizen subject to such limitations as may be provided by law.” The above provision has been retained, and even expanded, in Section 7, Article III of the 1987 Constitution, which added to information that shall be made available to citizens “government research data used as basis for policy development.”
