Both the Cruelties of the Whites, and the Outrages ofthe Blacks, may be regarded by some as modes of warfare \h^, while regretting and condemning the conduct of both nations, one mij*^*5stimafte the criminality by the provocations received, and jEhe degree of intelligence and moral light with which the parties were favoured.! Previous to entering upon the details of this singular warfare, the action of the Government requires our consideration.
