Obama doesnt even come close to being the worst President. Andrew Johnson was the country’s worst President. He was a blatant racist and blocked the 1866 Civil Rights Act. He also fought against the Fourteenth Amendment that gave former slaves full U.S. citizenship. After the Civil War, Southern states returned many of their old leaders, and passed laws to deprive the freedmen of many civil liberties; Congress refused to seat legislators from those states and passed legislation to overrule the Southern actions. Johnson vetoed their bills, and Congress overrode him. He vetoed allowing states to join the union because they might tip the balance in favor of civil rights. He was impeached for trying to dismiss the Secretary of War, and was acquitted by the margin of a single vote.
