October 2nd, 2013, I emailed a request to the president of the board of the Old Age Home Saba, to provide me with a copy of the complaint procedure of the Old Age Home. After some email-exchange and miss-information by the president, he stopped responding to my emails. Reason for me to contact the Inspectorate for Healthcare. To make a long story short: January 16th, 2014, the health inspector informed me that he made two inspection visits to the Old Age Home resulting in a report of conclusions and instructions. To quote the report concerning the complaint procedure: “The inspectorate will not tolerate as of this date that healthcare institutions do not have an independent complaint system. The inspectorate gives you (and other healthcare institutions in Caribbean Netherlands) a formal warning concerning this matter. If you do not oblige, a penalty (bestuurlijke boete, aanwijzing) will be imposed.” The report ends with: “The inspectorate expects within 6 weeks from now (so ultimately March 1, 2014) a Plan of Action, in which is described how and when the measures will be implemented. And also who is responsible for implementing the plans.”
