Of course unions and companies cannot predict storms and other irregular operations (IROPS). No one is saying that they can. What the two entities can do is negotiate in good faith a binding contract that includes remedies for when contract rules are violated in times of IROPS. For example, remedies in the case of: Extending duty requirements, reducing rest requirements, flying into a day off, etc. In addition, companies tend to take greater care in planning and adherence to policy when held accountable to a legally binding contract.
