Officers know that all they have to say is fear for life or dog APPEARED threatening. Many officers go out of their way to help animals, but we need to address the officers who may have a fear of dogs, officers who hate animals, and the trigger happy cruel bad apples. Officers are humans, and there are bad officers amongst the many good ones. Bad apples have shot chihuahuas, doxies, kittens, and even a pet bird.
