Offset Strategy Russia and China have been investing in modernization programs to blunt the U.S. militarys technological edge, fielding advanced aircraft, submarines, and improved missiles. This afternoon, RANDs David Ochmanek testified before the House Armed Services Committee on the role of maritime and air power in the DoDs Third Offset Strategy, an initiative intended to sustain and advance Americas military dominance for the 21st century.
