Oldies: The unethical — borderline criminal — behavior of Philippines’ Media organisations and personalities that covered the drama are also seen by many observers to have been significantly instrumental to the degeneration of the negotiations between the police and gunman as they overstepped the bounds of good journalistic codes of behavior during such crises and compromised the credibility of negotiators with their irresponsible reporting. None from the Philippines’ media industry have been charged for their role in the tragedy either. Per observations made on several Hall of Justices it can be obviously hypothesized that the gross absence of time element and accountability of the judges concerned are some of the major causes of the negligible finalization of cases. Nobody is the overall in charge of the Hall of Justices which should oversee the performances of the judges in the earliest resolution and closing of cases. In short the judges are on its own. Creating their own kingdom within the Hall of Justice they are assigned. One typical example of this un-managed facility is Judge Francisco Dizon Pano of Regional Trial Court Branch 93, San Pedro, Laguna. The schedule of the hearing is 08:30 AM, he always arrives at 11:00 AM and adjourns before 12:00 Noon. He is extremely rude in dealing not only with the court personnel but to the accused, plaintiffs lawyers and police officers as well. He cant even look straight into the eyes of the lawyers or people hes talking to during the hearing process. Most of the scheduled cases to be processed during the day are reset. And the most disgusting of all is that every time he resets the cases its always after THREE (3) months. With this kind of judges and the Hall of justices throughout the country having no overall in charge to oversee, what kind of justice system can be expected?
