On 15 Sep 2014 the Detroit City Council took a vote on an alternate proposal for the sale of City owned land for the States DRIC. The alternate plan calls for the distribution of 50% of the proceeds for the sale of the land from the international bridge crossing to be reinvested in the Delray community. The proceeds from the land sale are to be split using the following formula: • 50% of the proceeds are to be reinvested into the targeted Delray area and the other 50% spread throughout the city. Or, 8.4% for each of the other six districts if split evenly. As the City Councilman for the 3rd District I have a concern with targeting 50% of the proceeds, that would typically be returned to the Citys general fund and used throughout the City, into one small area when there are so many neighborhoods throughout the City of Detroit that also need these scarce resources. As your elected representative I cannot support a plan that disproportionately places the needs of one area above the needs and concerns of 3rd District residents and their children. Instead of supporting a 50% allocation of funds to the target area in Delray I suggested that the funds be split evenly among the seven districts, approximately 15% per district, and these funds be used for quality of life grants within these areas. 15% of fund proceeds from the land sale would still be invested directly in the Delray area, thereby, providing a targeted investment into the community that will be directly impacted by this project. This suggestion was not supported by my colleagues and they passed the alternate plan where 50% of the proceeds are prioritized in Delray. I support community benefits, but I cannot prioritize the needs of one area above our own 3rd District residents when our needs are also so great.
