On 19 November started the opening ceremony of the COP 19 and CMP 9 high-level segment. Donald Tusk, PM for Poland, described Warsaw as a “crucial stepping stone” to a 2015 agreement, and statements were made by Ban Ki-Moon and John Ashe, UN General Assembly President, who emphasised that “the picture outside this room is bleak”. Christiana Figueres, UNFCCC Executive Secretary, urged agreement on core deliverables: increased pre-2020 ambition, low-carbon finance, loss and damage mechanism, move towards a 2015 agreement. Meanwhile, negotiations continued in contact groups, informal consultations and other meetings: In the ADP meeting, parties carried on work on the draft text. Nauru, for AOSIS, supported by the EU, suggested adding a timeline inviting submissions by March 2014, with expert meetings in March and June 2014, and ministerial meetings in 2014, as well as a request for the Secretariat to compile a synthesis of technical data, including from external parties. India opposed considerations of a “technical process” and for referring actions outside the Convention. The need to meet the US$100 billion target was raised by various developing countries, but the US stressed that this target was made in conjunction with many others, and that new commitments “cannot be made along the way”. Other issues raised included the importance of transparency in the process, the need for collaborative work to continue at the sub-national level, and debate over whether or not to keep the Annex I and non-Annex I distinction. In relation to the report of the Compliance Committee (CMP), parties considered a draft decision text revised by the Co-Chairs. After minor textual revisions, they reached agreement on a draft textto be forwarded to the CMP. Discussions also continued on REDD+ results-based finance, where delegates discussed the creation of an information “hub” which would be a voluntary tool to promote transparency. Although it was agreed that the GCF should play a central role in the results-based finance for REDD+, some delegates warned against re-opening previously agreed issues and to move forward with clarifying the technicalities of results-based payments. Informal consultations will continue based on a draft decision text to be prepared by the co-chairs.
