On 22 January 2015 the Reporting Officer (RO) was traveling EB on US 30 just West of Old Lincoln Highway/Joliet Street in the left lane. A vehicle traveling slowly in the right lane rapidly changed lanes in front of the Reporting Officer without signaling his intention to change lanes long enough to make sure the left lane was free of oncoming traffic. The RO had to slow down quickly to avoid rear ending the vehicle. The vehicle was observed to be a Blue Ford bearing Indiana Registration. The RO continued to follow the blue Ford and observed it weave back and forth across its lane of travel, drive off of the roadway several times, swerve into the opposite lane and brake at inappropriate times. The RO also paced the vehicles speed at 30-35MPH in a 50MPH speed zone. The RO pulled up along side the vehicle and observed the driver was using a cellular phone type device. The driver had the phone in front of him between his body and the steering wheel. The RO stopped the vehicle at the above listed location. The vehicle stopped in the middle of the roadway, about 30 feet from the white stop line at US 30 and Austin in the left through lane. The driver made no attempt to pull over to the side of the road. The driver was issued citations for Driving While Suspended Infraction and Use of a Telecommunications Device While Operating a Vehicle. He was issued warnings for Unsafe Lane Movement and Driving at a Slow Speed. The driver will be charged with Possession of Marijuana. Charging paperwork was completed and a Summons Order requested. The driver was released from the scene.
