On August 15, 2014, personnel of LUPPO led by PSSUPT RAMON L RAFAEL, Provincial Director LUPPO together with personnel from the HRAO-PRO1 attended the 2nd La Union Conference on Human Rights at the Conference Room of the Sangguniang Panlalawigan, 3rd Basement, Speaker Pro-Tempore Francisco Ortega Legislative Bldg., Provincial Capitol, San Fernando City, La Union. The activity was highlighted with the following presentations from the participants : a. PNP’s Human Rights Development Program and issues and concerns on Human Rights presented by LUPPO HRAD officer; b. The DOJ’s initiatives in ensuring respect and protection of human rights in La Union presented by Prosecutor Modesto Laigo; c. How the AFP is upholding human rights in its internal and external operations presented by Lt Col. David Diciano, 702nd Brigade; Commander d. Human rights Situation in the region and in the province of La Union presented by Mr Omir Cacho, Special Investigator 111 CHR RO1; and e. e. Civil Society’s observation on how human rights are observed and protected in La Union presented by Errol Abrew, a freelance journalist..
