On Charles Owino the former Police Deputy Spokesman,Kenyans need to move beyond polemics and get their facts right.He was a superintendent of police which makes his posting as a Njoro OCPD more of a promotion as other OCPDs in the country.In a normal functional society Owino should have been an OCPD but maybe due to his smart mouth he was appointed Dep.Police spokesman. Lest you forget other PPOs were more senior than him in rank as they are Dep.Police Commissioners.But what many dont know is that Owino has been very controversial especially his role in 2013 elections & even the sudden death of his wife this year after she was arrested with a suitcase full of what was initially reported as cocaine & later said to be porridge flour in busia about to cross the border, besides Owino had tendered his resignation way bac to contest either for presidency or governor,but changed his mind midstream and is now training his eyes on a parliamentary seat in 2017 in Nairobi.In a functional democracy with a functional public system,Owino should not even be in the service wearing uniform,he should have retired to chase his dreams overtly than continue doing them covertly.
