On Friday, June 6, State House Appropriations Chairman, Bill Adolph (R-Delaware) introduced House Bill 2328 which is identical to the current 2013-14 budget. Its meant to be the vehicle for next years (2014-15) budget bill. That means that they arent committed to those numbers, but theyll use this bill as a starting point. So the bill, as introduced, contains none of the increases which the Governor proposed. House members are preparing amendments and its expected that the House will take up the amendments the week of June 16. Given that Pennsylvania is facing a nearly $1.4 billion dollar deficit, and given that its an election year and people facing election dont like to raise taxes, we could be faced with some serious budget cuts. Now is the time to contact your state representative and state senator and let them know that in tough times, like these, its even more important to fund home and community based services which actually save the state money. Urge them to find ways to increase revenue rather than cutting essential services. The fiscal year ends on June 30. The Governor and the leadership in the General Assembly would like to get the budget done on time, though, at best, its likely to go down to the wire. Make your contacts now and keep it up until the budget is passed.
