On Friday, September 19, Mayor Joseph P. Riley, Jr. dedicated 50 Broad Street as the William B. Regan Legal Center for the City of Charleston. The Mayor and City Council voted on September 13, 2011 to name the building in honor of Bill who was Corporation Counsel for the City of Charleston for 27 years, from December 15, 1975 to January 14, 2003. For 27 years, Bill Regan advised the Mayor and members of City Council on many issues which helped to shape the City of Charleston. He represented the City before courts of law, including the South Carolina Supreme Court, many times in groundbreaking cases. He went to the Supreme Court and argued an ordinance that is the basis of the City’s hospitality fee, which now has produced tens of millions of dollars to benefit the citizens of Charleston to help restore City Hall, the Dock Street Theatre and many other buildings. He was key in Waterfront Park land acquisition, the Visitor Reception and Transportation Center, the deal for the SC Aquarium—working with SCE&G to take care of the contaminated soil and eventually allow for the creation of the parking garage. He worked out an agreement to assume the obligation of the bus system, which is how CARTA was created. Bill was involved in many annexation cases including Daniel Island and parts of West Ashley and James Island. When he became Corporation Counsel, the city had 57,000 residents; now it has more than 120,000. Bill Regan died August 25, 2011. Mayor Riley said, “The broad array of complex and important issues Bill handled that shaped this city will always benefit the citizens of Charleston. It is appropriate that this building be named for him in the city where he grew up and went to school and came back with his intellect, wit, energy, spirit and humor to make tremendous contributions.”
