Reports said that a Sarpanch of Bulbul Nowgam village, Riyaz Ahmad Magray and his deputy Iqbal Wagay had an argument with a villager Abdul Salam Hajam over installation of a water pipe following which the duo assaulted his wife. The lady identified as Aisha Akhtar, aged 50 had to be hospitalized. “ The Sarpanch and his deputy refused to go for underground installation of a water pipe near the residence of Hajam which he ( Hajam) objected to as it could have damaged his house,” locals said. They said this infuriated the duo who pounced upon Hajam and ruthlessly thrashed him. “ The duo did not stop here but hurled abuses and also physically assaulted Hajam’s wife Aisha,” they said. “ She was dragged, punched and kicked by the duo and their associates till she started bleeding profusely from her nose and felt unconscious,” locals said. They said it was only after the intervention of neighbors who rushed to the spot and saved the lady from their wrath. “ She had bruises all over her body” The lady was immediately rushed to the district hospital, Islamabad ( Anantnag) where she was treated for multiple injuries. Following the incident police took cognizance of the matter and registered a case against the duo. “ A case FIR No: 39/ 2014 under Section 341, 323 and 354 RPC has been registered against the duo and investigations taken up,” a police official said. He however said the duo was released on bail. The incident enraged the locals who demanded stringent punishment against the duo. They also accused the duo of bungling funds meant for development of the village. “ The Sarpanch, his deputy and their goons have instilled fear in the minds of people and whosoever objects to their wrongdoings has to bear their wrath,” said the irate villagers. Samreen Mushtaq, a social activist working for Kunanposhpora rape victims blames the culture of impunity as the reason for the violence against women in Kashmir. “ Violence against women is a common phenomenon all over India and in the absence of strict laws women become more vulnerable,” says Samreen. However, she argues that in a conflict zone like Jammu and Kashmir the violence against women committed by those who enjoy power is being patronized by the state.
