On Monday, I went to a government office with a good friend who wants to obtain AP to release his wifes car from the port. For weeks prior to this, he has been trying to contact the relevant people in the department at this place. However there is no response to his calls and emails, the excuse is it is Raya holiday and everyone is at their hometown. My friend is serving at overseas at that time, unable to meet these officers face to face until he obtained leave from his superiors. So he is there physically present and yes, despite some hiccups, he finally met the relevant people to obtain the AP. 1 of them is particularly difficult to him, the negotiation seems to be tense. While my friend is doing his stuff, I notice there is another gentlemen in another room called Negotiation Room have a very brisk talk and produces a sealed brown/white coloured envelope to another officer. The sombre atmosphere in that room suddenly brightens up as the officer beaming with a wide smile, take the envelope and nods to every word the other man is saying to him. The room is closed but it has windows all around it so I can see what is transpiring inside. My friend turns to look into that room and have a brief anger and disgust on his face, I kinda connect the dots at that time but I keep quiet. Later on he revealed to me that the gentlemen is paying coffee money to the officer around the sum of MYR2000 which kinda confirms my suspicion. What is galling is how transparent the action taken place, the envelope is on the table and in full view of everyone in the department. My friend knew it because he is a public officer too, just serving in different ministry. Since my friend refused to pay any coffee money, he is made to wait and forced to return to that office again at Jalan Duta to continue his appeal. A reminder of why I should vote this people out as soon as possible.
